    • Enlisted Sailors who hold the rank of E-5. These enlisted Sailors have been in for at least 5 years and are either on shore duty or sea duty.

    • Enlisted Sailors who hold the rank of E-5 and have the desire to attain the rank of First Class Petty Officer.
  • Learning gap
    • Currently, Enlisted Sailors are not aware of the responsibilities as a leader nor do such as faciliting team work, team sustainment, accountability, and coaching.
